27 February Citizens Circle Volunteer Meets with TCI Offenders February 27, 2018 By ODRC Institutions, Trumbull Correctional Institution TCI, Larry Vagner, Citizen Circle Volunteer, Community Service Eligibility, Halfway House Placements 0 TCI volunteer Larry Vagner spends his Tuesday and Wednesday afternoons meeting with men at the camp and main compound. Mr. Vagner is a member of the Trumbull County Citizen’s Circle and assists offenders with individual needs to better prepare them upon release. He answers questions regarding legal issues, community service eligibility with the courts as well as assisting with halfway house placements for difficult situations. Mr. Vagner meets with approximately 30 offenders each week.
