BIDS RELEASED FOR NORTH COAST CORRECTIONAL TREATMENT FACILITY
(Columbus)---Today the Ohio Department of Rehabilitation and Correction (DRC) released the Request For Proposal (RFP) application for the operation of the North Coast Correctional Treatment Facility (NCCTF). The 552-bed facility located on the grounds of the Grafton Correctional Institution in Lorain County will be privately operated and will only house low-level security prisoners from Ohio.
Beginning in early 2000, inmates convicted of felony substance abuse violations will be accepted at NCCTF and will participate in substance abuse treatment and work programs.
Under the terms of the House Bill 293, which was signed into law in March 1998, prospective bidders must show a five-percent saving over DRCs projected costs for operating the facility.
A 30-day review and inquiry period will follow the distribution of the NCCTF RFP. There will be a 45-day time frame after the 30-day inquiry and review period for all bids to be submitted.
