Clemency Report for Inmate Clarence Carter

The clemency report for inmate Clarence Carter, #A213-146, will be sent to
Governor John Kasich’s office today. The report will be available online

Inmate
Carter was sentenced death out of Hamilton County for the December 1988 death of
Johnny Allen at the Hamilton County Jail Annex. The crime took place while
Carter was in jail awaiting sentencing for Aggravated Murder.
