The Bureau of Labor Relations is responsible for the administration of three collective bargaining agreements that impact the Department. These agreements affect all bargaining unit employees who are located among the 30 correctional institutions, various offices of the Division of Parole and Community Services, Ohio Penal Industries, and Central Office.
In addition to interpreting and administering the contracts,
the Bureau of Labor Relations reviews all disciplinary actions
at this suspension/termination level prior to them being imposed
upon an employee. This review consists of ensuring that the
employee is properly charged in accordance with the Standards
of Employee Conduct; that the recommended level of discipline
is consistent with the Standards of Conduct; and that the proposed
action is free from procedural defects. In the event that the
employee being disciplined files a grievance on the action in
accordance with their collective bargaining agreement, the Bureau
represents the Department in the grievance steps up to and including
final and binding arbitration of the grievance.
