BIDS RELEASED FOR STATE OF OHIO’S SECOND PRIVATE PRISON

(Columbus)---Ohio Department of Rehabilitation and Correction (DRC) officials today announced the release of the Request For Proposal (RFP) application for the second privately operated prison. The RFP outlines the state’s requirements for the operation of the Lake Erie Correctional Institution (LaECI) consistent with House Bill 117, the enabling legislation for this project, which was signed into law in 1995. The prison will be privately operated and will house medium-level security prisoners from Ohio. Under the terms of the legislation, prospective bidders must show a five-percent saving over DRC’s projected cost if the facility were to be state operated.

This is a 1,300-bed facility located in the City of Conneaut in Ashtabula County. Construction cost is $34 million. Inmates will be accepted at LaECI starting in early spring of 2000.

A 30-day review and inquiry period will follow the distribution of the LaECI RFP. There will be a 45-day time frame after the 30-day inquiry and review period for all bids to be submitted. DRC anticipates that a contract will be awarded in early fall of 1999. The entire text of the RFP is located on the DRC web site.
