OHIO DEPARTMENT OF REHABILITATION AND
CORRECTION ANNOUNCES APPOINTMENTS

(Columbus) -- Ohio Department of Rehabilitation and Correction (DRC) Director Reginald A. Wilkinson announced today that two new Department positions will be filled in 1997. Effective February 2, 1997, Carole J. Shiplevy will be appointed Special Assistant for Sentencing Reforms and effective February 17, Talmadge Owens, Jr. will be named the new Youthful Offender Coordinator.

Carole Shiplevy will team with the DRC Division of Parole and Community Services to develop and expand the intensive prison programs (boot camps) under Senate Bill 2, the "truth in sentencing" legislation that took effect July 1, 1996. Shiplevy will also be responsible for coordinating between the Department and the Common Pleas Courts regarding sentencing and community correction placements under the crime bill. Shiplevy, the current warden of the Lima Correctional Institution, has held various positions in the Department, including warden of two other correctional facilities. "Carole has been a corrections professional for 27 years. Her extensive managerial and corrections experience will help the Department reach our goals with Senate Bill 2," said Director Wilkinson.

As Youthful Offender Coordinator, Talmadge Owens will work with the Department to improve upon the DRC juvenile programs in conjunction with House Bill 1, the "juvenile crime bill" that took effect January 1, 1996. House Bill 1 requires 14 to 17 year old juvenile offenders committed or charged with a category one offense (attempted murder, aggravated murder or murder) be automatically transferred to adult court.

Owens is the current Superintendent of the Training Institution of Central Ohio (TICO) for the Ohio Department of Youth Services (ODYS). He began his career as Executive Director for the Urban League of Nebraska, Inc. Later he served as Director of the Department of Public Welfare for Pennsylvania and the Deputy Director of Regional Parole and Aftercare for ODYS. Director Wilkinson states, "Talmadge has proven himself as a strong advocate for the youthful offender. As coordinator, his extensive experience in program development will continue to make an impact on our youth and the Department."

The name of Shiplevy's successor will be announced at a later date.
